Hi OCFMA Energy Subcommittee community,
I was wondering if anyone can provide some feedback on how you are managing you EV charging stations across your campuses?
Here at Lambton, I’m working with our facilities and parking services to implement a policy to encourage users to move their vehicles once they are fully charged. We have had incidences in the past whereby users are unable to ‘plug-in’ due to other EV users having their vehicles fully charged while still being plugged into a station.
We only have 6 parking spots on campus to plug into, 2 spots are presently down, and over 20 unique drivers that have plugged in the past.
My questions are below:
1. Do you charge EV users a fee to use your stations?
2. Are you incentivizing users to disconnect their vehicles and parking in a non-EV charging station location once fully charged?
3. If yes, how are you doing this?
4. What penalties do the EV users face if they’re still plugged in when fully charged?
a) Do you ticket/ tow them after a 1 hour grace period?
b) Do you charge them a higher fee for maintaining their vehicle to park there?
Any feedback is greatly appreciated.

At Humber, people have to pay for parking in the lot, same as everybody else. The EV chargers are free for the first 4 hours, but then jump to an expensive $5/hr after that. The idea being that people will move their car after 4 hours to let someone else use the charger. Seems to work reasonably well. Currently no way to enforce if they stop the charge via the app at 4 hours, but don’t move the car – would be interested in a solution to that. In theory people could be ticketed, but don’t think that is happening.

Below are the answers to your questions from Loyalist.
1. Do you charge EV users a fee to use your stations? Currently we do not but see 4a below.
2. Are you incentivizing users to disconnect their vehicles and parking in a non-EV charging station location once fully charged? At the moment we are not, usage is too low to act on this. see 3 below.
3. If yes, how are you doing this? In the Future we will enforce a 4 hour max time (using the countdown on the charger) using our parking by-Law
4. What penalties do the EV users face if they’re still plugged in when fully charged?
a) Do you ticket/ tow them after a 1 hour grace period? We will issue warnings, most likely 2-3 and then issue $20 parking fines.
b) Do you charge them a higher fee for maintaining their vehicle to park there? We are proposing this upcoming budget year a $25 surcharge for an EV charging parking pass. Not certain if this is going to be approved by the executive team.Chris
